Can you just sell lottery tickets ?

In the state of Georgia, could you just sell lottery tickets or do you also have to be a store? I've looked on their website and no info there.

You can just sell tickets there is no rule against.  However you don't make a profit off selling tickets.  The incentive for stores to sell tickets is when someone wins.  The store that sold the winning ticket gets a large payout, usually a percentage of the $$$ that was won.

In short yes you can sell them, but no one does because you can't make $ doing it unless someone wins
