you can kiss your child or someone on the cheek but to make out i really doubt, you would be exchanging saliva and fluids and this is not allowed while fasting, after you have broke your fast then making out (with your spouse) and s*x again with your spouse is ok

Well the only person your permitted to "make out with" is your wife. So if you have a wife when fasting you cannot "make our with them and stuff" without breaking your fast.

However you are both free before and after fasting for that day has ended to enjoy each other as you wish.
