Can you live in europe and still be part of the gazette fan club?

I live in the UK. I dont know if this is a stupid question or not, but with saying you have to post 80yen or something like that along with other stuff, I thought I should check before i send off anything.

You cannot join the Heresy fan club unless you are a resident in Japan. As unfair and upsetting as that sounds, it's true.

No such luck joining from anywhere else, it's been tried before.
