Can you make a collect call on a land line with no paid service?

I use my cell phone exclusively, but in case of emergency, could I hook up a regular phone to my land line and make a collect call even though I am not paying for a service on the line?

if you make a collect call and it is accept who ever accepts it pays all fee not you

you have to have a dail tone. if you don't have dail tone you can't makes calls. you have to pay for service

yes, because the other party accepts the charges, so you're save...but if you don't have a dial tone, no!!

Only if the landline is still active if you discontinued it you probably won't get a dial tone
