No, players obtained Party Hats from "Christmas Crackers", a Christmas Event that happened 5 or so years ago. The player pulls the cracker with another player and a random Party Hat dropped out. Now Party Hats cost an average of 200 mil each.

unless of course they've updated the game.

Which they havn't as I just played it a week ago.

But i think you should just spend like 20mil on one :) HaHa!
