Yes - the cost depends on where you live and what type of dress it is, as well as the material of the dress and the straps. You will have to ask the bridal shop or a seamstress/tailor.

Yes you can.  To find out whether your wedding dress is a candidate, take you dress to someone who specializes in making wedding dresses.  

An alterations specialist usually will not be qualified to do this, unless they have design and dressmaking experience as well.  

A wedding dressmaker/designer would know how to do this. Gather pictures of the halter style you want to show the dressmaker to give her as much info as possible.

I don't know if anyone could give you a quote online, since they would have to see the dress and talk to you about what exactly you want/fabrics/details, etc.  

I would recommend going to your local fabric store and asking the sales people if they know someone they would recommend to do bridal alterations.  The ladies at fabric stores know their regular customers and if they do wedding gown alterations, etc.  A a recommendation for a fabric store employee is very reputable (from my experience).  Maybe even one of the ladies that works at the store  does that type of thing one the side.  And usually people that work at fabric stores have a ton of experience sewing and doing alterations.
