The only reason to have a iTunes account if to purchase music, so yes it is required.  I believe you can make one with a PayPal account too but you need a credit card to make a PayPal account.

you don't need a cc.  you can buy an itunes card and use it. you will have to have the itunes card in hand when you register.  it does not matter if you have a 15.00 or 100 .00 dollar card, as long as it is a new one.

on the registration screen there will be a place where they have allowed the use of the itunes card.  you will have to search long and hard, but it is there.

that is how i started my daughter's acct.  i have better sense than to give her a credit card.
