Can you make graphics and sell them on ebay?

Like,say if I make a listing on ebay about a graphics pack,then the winner gets s few customized graphics,is that allowed?

Yes, provided you ship them on CD or DVD.  eBay doesn't allow items to be sent by email or download.

Yes it is. But I think before going through all these activities at once why don't you get FEEL of the graphics art market by selling some one else's items.

You can sell anything on eBay, of course it must not be illegal or against copyright. You can also start a website and optimize it for the keyword graphics pack, etc.
