No - they use a special machine that freezes the small droplets of ice cream at an extremely low temperature. I saw a show on it on the Food Network (Unwrapped).

"no. I saw on Food TV where they visited the plant where they invented Dippin Dots...and unless you have all this crazy high tech machinery at your house, you're out of luck. they have some kind of secret, patent pending way of doing it. you can buy it in the grocery store now though =)"

I watched this show called "Unwrapped" on Food Network and they explain how they make dippin dots, this is a top secret process.
