    The US has Missions (verb) in all countries, however no Missions (noun) in either of the 2 countries listed above.

    As for Cuba, the regime is strongly anti-American yet desperate for U.S. dollars to prop itself up. The United States does not have full diplomatic relations with Cuba, but provides consular and other services through the U.S. Interests Section in Havana. The U.S. Interests Section operates under the legal protection of the Swiss government.

    America's Guantanimo Bay is in Cuba, but fenced off from the rest of the country.

  3. Might depend on your definition of "country," but I'd say there's no mission in North Korea and Cuba.  Iran has no mission.

    In Europe Guernsey, Jersey, the Isle of Mann, Lichentenstein, Andorra, Monaco, and San Marino.

    Tibet may not be a country- this could be a way of placating China.

    There is a "special envoy" to Somalia, but there seems to be no real government in Mogadishu, so this may be not quite a mission since there's no government there.
