  1. You can negotiate it, they need to get some money out of the account, not the full amount.


  2. You can try, but the party holding the judgment may say no.  If you do make an offer and they accept,  make sure that the money you paid is satisfied in full so they cannot sell transfer or trade.

    Be advised that in Texas the statute of limitations on a judgement is 10 years and is renewable with an interest rate of 10%.
