Can you own a bat or foxes in texas?

Question

I was told by a fellow exotic animal owner its illegal to own foxes or bats of any sort in texas, is this true? The Health and safety code chapter 822 regulation of animals states nothing about either of the two animals, but i can only find that document. please help, thank you.

I think it is illegal to keep a wild animal no matter where you live
