  1. Yes, but you need to key the surface for the water based paint to take a fix.

    A primer would do this, or rough the surface with sandpaper.

  3. The answer is Yes.  Just don't do it the other way around.  Oil will flake off of water base paint.   Good luck

  4. You can.  First use 100 sand paper to rough up the walls that have oil based paint.  Use some scraper to remove any loose paint peeling off the walls. Buy some wall patch products that fill all holes and marks.  Home Depot or OSH or Lowe's sells such patch product for repairing minor holes etc in walls or ceilings.  Just ask these store's sales people which wall patch should you buy.  Buy the one that cost a tiny bit more since when you fill with it it doesn't shrink up after you have painted over it.  After filling then again sand the walls to look smooth all over and even.

    Then use a wall primer to paint over the sanded and repaired walls.  One coat of primer should do.  Let the primer settle for 4-8 hours or overnight is better.  Next day, paint with a quality one coat water based wall paint.  I have found Home Depot Behr paint to work good.  Use the flat or satin type paint.  Get the store to make you the color of paint you want and save that formula of color somewhere safe so if you come up short you can revisit the store and get the same shade made again.  Always keep some touch up paint around after painting is done.  Spend some bucks to buy a good roller rather than use a cheap roller.

    It is a good idea to buy satin water based wall paint as you can use some water and clothe to remove some scuff marks on walls without affecting or removing the paint that is usually  not done with flat wall paints.

    Home Depot use to be good about advising for paint job, so give them a try also.  With just repainting the home with new and good color paint one can enhance the home and painting is one of the cheapest way to redocorate the home.  If you do it yourself, have fun with it.  Get family or friends involved to help you on a weekend.
