Blue ray players all play standard DVD's.

But BluRay enforces region codes.

Blu-ray players play and upconvert DVDs to pseudo HD.

I'm not sure which region coding you are asking about -- DVD or Blu-ray.

Blu-ray players will enforce both DVD or Blu-ray region coding if present, but less than half of Blu-ray disks are region coded. See the link for a listing that is kept up to date.
