Absolutely but some sites require you be 18 to sign up. I would sign up anyway and just say you are 18. What are they going to do, hunt you down for their free chips back?

Not legally, no. Even to play for free you are required to set up an account and you need to be 18 years old to do this.

The theory being that once you have an account, even if you're playing for free, the capacity for you to deposit real money is there.

In my opinion you can play, but you will get some problems if you want to deposit your earnings.

It's not illegal or anything, but it is against the rules at every major poker site I know of, and they will kick you off if they find out. I think it becomes an issue because some sites will give away actual money to entice you into depositing, and if you're gambling real money it IS illegal.
