Can you play the downloadable content offline for Rock Band?

Yes. All of the songs you buy are stored right onto your hard drive. From first hand experience, there's one thing that could go wrong. If you downloaded a song (this goes for any XBL content) on someone elses Xbox, but used your hard drive, then you must be online to use it on YOUR Xbox360.

that'd be crazy lame if you couldn't. it doesn't save to the disc, but th hard drive, so it should be uder dowloaded songs, or extra songs, or something.

Yes. It should be downloaded to your hard drive. Just go to download section in the song lists.
