Your last sentence is the key.  The administrator  must consider the political culture.  Administrators serves at the pleasure of the city council, county council, or whatever group hired them.  If in good conscience, administrators cannot carry out he policy, they must resign.  If they carry out policy that contravenes the wishes of the council, they get fired.
