No, I can't. I can, however, tell by the weather when it's possilbe for it to flood (lots of rain, standing water, etc.).

I don't believe anybody has the ability to predict a flood just by themselves. Although some people say they have ESP or whatever, i've never really heard of someone with a 6th sense predicting floods. Checking the weather patterns is probably the best way for a "normal" human being to predict a flood.

Can animals predict floods? This is a seperate question, but it still is very related. Rats have been known to act strange before earthquakes. Birds stop singing. Mabye using animals is a way to predict natural disasters.

Sure.  

You can measure the water levels of drainage creeks and rivers.  You can estimate how much melting snow will be coming down from the mountains.  And you can predict storms with massive rainfall.  

You may find some storms that sneak up on an area, but weathermen today are not the same hit-or-miss guestimaters they were twenty years ago.  They have loads of data and know how to organize it--giving warning that there could be flooding is the norm today.

Most floods are predictable. Flash floods are very hard to predict though because these are more common in small streams and creeks and a lot of times something like debree backing up under a small bridge can cause the water to come out of the banks and flood a persons nearby property or home.
