  1. You can, if you need to.  The government does.  For instance, they won't put up a traffic light at an intersection if nobody ever gets killed there, because of the money.  If 10 people get killed there every year, they'll rush to put it up.

    Here's how they get the numbers:  It is possible to correlate wealth to death.  I wish I knew the numbers, but I don't.  I do know how they use it - when you take wealth out of society and spend it on something (like widening the road, or reducing pollution, say) you are going to make everybody poorer, and that does increase the death rate.  You try to make that death rate offset by the improved road and/or cleaner air or whatever.

    The death rate impact of the wealth is weighed against the death rate impact of whatever you're trying to fix.

    Again, I wish I knew the numbers they use - I don't.

    I guess actually what I'm trying to say is that humans put a price on human life.  The government doesn't have to, they just observe the data.
