    Stick with a materials that uses a cement based or epoxy type adhesive which is impervious to moisture and possibly freeze thaw cycles in your climate.

    You can also think about staining the existing concrete using one color or a blend of several colors.

    If you are trying to conceal bad or cracked concrete, remember that those existing cracks probably are still suceptible to movement so if you put ceramic or some other non-flexible flooring over the concrete- chances are those cracks will move again and crack the newly installed ceramic.

    Concrete stain could be used after you fill the cracks with  a caulking called SL1. This is a self leveling filler that seals the cracks but stays somewhat flexible. Fill the cracks, then stain the concrete.

  3. Yes, but you won't be happy.  Cork is not meant to be used outside.  It will absorb moisture from the concrete, and then it will mold and disintegrate.  Once that happens it will be h**l trying to get it off the concrete.
