Can you put words into photos using Picasa2?

I don't think so. I've been using FastStone Image Viewer for that.

there is only caption icon to add when editing an image, view / thumbnail caption/ caption,

you can right click on image and select edit with...,  and choose editor like paint to add text, open use transparency on, select A to add text, right click for font toolbar, apply text, save as copy to same folder, picasa will update new image,
