Can you really make web pages using Photoshop, and slicing images up?

Is it true that one can make webpages using photoshop to make the sweet template layout, then use Dreamweaver or (other??) to mystically transfigurocombobulate the image into sacred code of codes?

Does Jesus come down and part the curtains when you do this, or what am I missing?

You can make webpage layouts using practically any graphics program, particularly, Photoshop, Illustrator, Canvas, GIMP; Illustrator has a handy slice tool, not sure about Canvas and GIMP since I haven't used those. You can use Dreamweaver to then code your pages, but any web authoring tool will do. If you're looking for something free, try http://www.nvu.org. (GIMP is free too, as is http://www.freeserifsoftware.com.)
