Can you really over water?

Tomatoe plants, I mean, do you have to let them get bone dry before you can water again. Thanks.

dont let them get bone dry. but over watering can cause them to split

Never let them get bone dry.  They will get mealy.  Water well in the early morning and then again late late afternoon...like before sundown but not while the sun is still really strong.  You can water only once if you do not have time in the early morning.
