Can you recommend a good 35mm point and shoot camera with a great zoom lens? Not an SLR.?

For a person without a computer evaluating themselves to see if they have good photography ability before spending for an expensive camera.

It's been a while since I've researched 35mm p&s market, but last time I had to get a 35mm p&s for someone it seemed that Olympus Stylus (also known as mju in Europe) were the good choice among many. They come with all kind of zooms and are usually branded by the long end focal length with short end being 38mm. So if you're looking at Stylus Epic 80, that means it has 38-80mm zoom, Stylus Epic 120 = 38-120mm, etc. Take a pick. Of course the larger the number the bigger the zoom. I think they also have 170mm model... If all you need it for is to experiment - you can probably pick one up on eBay for under $30. I wouldn't be investing more than that in 35mm p&s right now in any case.
