You could try the restaurant in the Petronas Towers from where you can have a panoramic view of KL at night. But Bintang Walk has some cool restaurants with outdoor seating from where you can watch the world go by - a different kind of view but as interesting. Why not do both!

For the best view definately the tower. (communication tower). It has a revolving restaurant in the top. View is amazing and best at sundown, very romantic....
