API makes a test kit that tests for water hardness (Alkalinity).

Most pet shops or fish stores carry it.

Titration (adding a measured concentration of acid to base or base to acid in the presence of an indicator) is FAR more accurate than most of the test kits. Salifert has a very good titration kit that is fairly cheap, and gives you extremely precise numbers, which is very helpful.
