Can you recycle newspaper and cardbord or any other non-beverage container items?

I live in Sacramento, California and i was told that you can recycle old newspapers and cardboard for a refund value of sorts but i can seem to find any information about it, is this true?

In developed countries, garbage throwing is a luxury while in developing countries it is a thriving industry today.
