Yes. I own a printing company and we use tape on paper all the time and toss into our huge recycle bins. When paper is recycled it is first broken down using chemicals that revert it back to pulp. During this process all the ink and other substances such as glue, tape etc. are seperated from the paper same as when metal is melted down and seperated from paint and other impurities. Then the seperated pulp is used to make post-consumer recycled paper products.

Think about how much toxic ink is print on top of paper that must be seperated from the pulp before the pulp can be pure enough to make another batch of post-consumer paper. Same would apply to any tape left on the paper.
