  2. The registered owner doesn't have to be a licensed driver. It could be a company. Or an estate.

You can get pulled over for driving without license plate on your way to the DMV. And ticketed. If you have all your paperwork handy, you might talk the policeman into letting you go straight to DMV. Otherwise, you'll probably have to get a temporary tag to move the car to the DMV.

  3. In most states, you must have insurance in place before you can register the vehicle. But in Arizona, you must show proof of insurance within 30 days of registering it or the registration will be suspended and you will play h**l getting it re-instated.

You cannot insure a car to drive unless you are a licensed driver, which you are not yet. So you're going to have to wait if you want to insure the vehicle yourself.

The car has a license plate on it or you would not have been able to drive it home (unless it was towed). Leave whatever plates are on it in place, and have someone drive the car to the inspection.

Since you don't have a driver's license, you ought not take chances driving the car while all this stuff is in the process.

Still though, you are going to have to wait to get your license before you can insure the vehicle if you want to keep the car in your name. As such, you would be considered the primary driver and, as I assume that you are 16 years old, your insurance is not going to be cheap.

Think about having the car registered in the name of one of your parents. Then they can insure in through an existing policy and add you as a driver of that car. Otherwise, I would imagine that the cost will be prohibitive.
