  1. you can register it... but the title should be given to you by whoever owns the car... so if you are buying it from a dealership, they need to sign it over to you, and if you are buying it from an independent person, they need to go with you to the dmv to have it notorized.  the dmv just can't give you a title, but they can transfer one to your name.


  2. Yeah, the dealearship should be able to give you a temporary license plate.
