  1. Is this 16 yo a drug dealer?  No 16 yo should be renting any property.  Period.

  3. No, you can't sign a contract.   Even if your parents co-signed the rental agreement, you could not obtain insurance.

  4. No, and here's why:  Most if not all states require you to be 18 to legally enter into a contract.  I imagine that you could, perhaps, if you could find a co-signer willing to take the risk on your behalf (but I'm not sure about that).
