And it's not a DUI.  It's just riding a bicycle while intoxicated.

and if you get pulled over just say you're some cyclist whos very exhausted and needs to catch his breath.

Public intoxication can get you arrested.  Maybe riding while drunk would fall into that same category.  Not sure.
