  1. it will run, but you'll be polluting more and its technically illegal  


  2. the car will still run without the catalytic converter, but depending on what year it is, it illegal.

    anything from the 70's or 80's it doesn't matter if you have one or not but if its newer then it is illegal not to have the catalytic converter on it.
