you can depending on where, but a far view since there aren't that many buildings on the American side of the Fall. since the factories are there. and I the Canadian view is better since its an attraction for tourism.

Agreed, there are different views from each side of the border, so if you can swing it I would suggest both.

Also, I can't recommend highly enough taking the Maid of the Mist boat ride.  It may seem touristy, but it was spectacular!

You should go to the niagra falls national park for a great view

Or better yet hit the canadian side, there is tons to do and they have the best views of the falls due to better situating for BOTH sets of falls..

Maybe from the top of a tall building.  At ground level, not at all.

According to Mapquest, Niagara Falls NY is about 20 miles away from Buffalo NY.  You'd need to be on a high observation deck or have a very high powered telescope to see that far.
