  1. You have to be 17 to see an R rated movie by yourself.  Of course, if you're at home, its really up to your parents.  Also, some local theaters are more chill and don't always check how old you are (unless you look really young).  

    Edit: Well, your parent can't just "give permission."  However, they can buy you the ticket, then you can go in by yourself.  Some theaters might check for your id once you enter the movie, but that is very, very rare, and if they do just tell them your parents are sitting somewhere else.  I mean, the worst they can do is just kick you out.  Again, I'm assuming you mean in theaters, because in your home, you can do what you want. Its not illegal or anything

(in movie theaters), unless you get someone of age to buy your ticket (parents, a friend, anyone), you buy a ticket to see a different movie and ditch in to the R rated one, you just go with your parents and watch it with them or if you're 17 (possibly). Like someone else said "if your watching at home it doesn't matter".
