Can you sell a car without it being registered?

Yes, as long as the title is clear.  If there are any liens on the car, you can't get it registered, and it becomes worthless.  If the guy you bought if from handed you a title, you can do whatever you want with it.

yes you can. but if you want to get it registered, you would have to check with the local authority as to how to get it to the vehichle inspection place. Such as a one day permit.
