Can you sell a sprint Cell phone if there is money still owed on the account?

my sister had her sprint shut off cuz she owed 1200. Can she sell her phone still? will the new person be able to use it?

The phone and the account are two separate things.  The bit that ties the phone to the account is the SIM card.

Can she sell the phone?  Sure.  Just take the SIM card out of it first.
