  2. I can make no sense of this question.  Although 12 gauge wire is capable of handling 20 amps, there is no problem with having it carry less -- and pool lights are unlikely to draw that much current in any event.

  3. Yes, 15 Amp would do just fine, but no more than 20 Amps max.

    I do strongly recommend grounding each light with a rod anywhere around a pool and use a GFCI breaker to power the line. If not properly grounded it could give you a tingle if you use a metal hand rail getting in or out of he water.

    The 600V is just a rating, but even if you had a 600 volt source, it still couldn't be over 20 Amps max.
