Can you setup a normal .exe to start without logon following a server restart?

There is a program that is a .exe and must be running on a server at all times. Currently it is being started from the Startup menu and runs without problems once started. But, if the server is rebooted and no one logs on to it following the restart, the program is not started. Can the .exe program be setup as a service or in any other way be made to automatically start without anyone logging on? And, if so, how?
