    Most likely, you'd be able to get away with having one attached permanently as the main dwelling, with the second unattached, standing on jacks. In this way, the second manufactured home is considered to still be a "mobile" home, and won't be considered a home for the purposes of property tax. However, you will still need to pay a yearly registration fee akin to that of vehicles.
