Can you skydive before your 18?

I live in NC and am 16 years old...

I would be 17 at the time that I am wanting to skydive. I would like to skydive with the instructor attached to me. I am wanting to do this as my senior project but I don't know if is possible.

So my question is....

Is it legal to skydive with the instructor attached to you (in nc if the rules are any different there) before you are 18 years old?

There's a place in Australia that lets you skydive when you're 14 with parental consent... but I'm not sure about anywhere else.
