You can spot at any time during your cycle.  If you are asking if you can have implantation spotting at 3DPO, then yes.  It generally takes a while for implantation to occur, however, it has been documented happening as early as 3DPO.  

If you are thinking you are having implantation spotting, be sure to rule out the possibility that it could be from rough s*x.  Also, if it is brown blood it means it is old blood which could be from the ovulation happening 3 days ago.
