yes you can still tan through clouds. but less than without clouds. cause when you do have clouds sun rays still get through but when you have no clouds MANY sun rays come and tan your body more.

Yes, and often people get burned because of the lack of "that too warm feeling".

Try to remember: a tan is a sign of skin damage by UV rays.  Everytime it happens, you can put yourself at higher risk for skin cancer.
