Can you still get into this middle school if you already got inot another but want to transfer?

in NYC

my sister is saying that she can go to another middle school (M.S./H.S. 141 David A. Stein Riverdale/Kingsbridge Academy)

and shes going to the computer school

but she wants to transfer

and im telling her that she has to wait until next year to transfer

what are the rules of transfering schools in NYC??

You have to wait till school it least starts then you can transfer.
