Yeah you can you just won't see them.  I have cried many times under water so that others don't see me upset.  I can feel the tears coming down but you can't see them unless you wear goggles and they will catch the tears! lol

Shed tears? 100% yes, as long as their tear ducts are working properly, a person can cry anywhere they happen to be.

Be sad? 100% yes, you can be sad anywhere since your emotions are not air dependent.

Just learn your best friend died cry? Well, let's just say I wouldn't recommend being underwater when getting the news.

Try to open your eyes under water and suppose you see a crocodile starring you... perhaps u ll get the practical answer :-)
