Yes you can withdraw without penalty, although if it's a traditional IRA and not a Roth, you will still owe income tax on the amount withdrawn.  It won't affect your disability payments unless you are getting something like SSI that is needs based.  Social security disability, or a private disability policy, won't be affected.
