Can you suggest a device for measuring the quantity of liquid effluent ?

As per law I am required to measure the effluent that I am discharging from my factory to the Common Effluent Treatment plant. The effluent is generated from a dye house and it contain small jute fibers , it obstructing the rotation of flow meter. How can I measure the cumulative amount of effluent that I am discharging to the Effluent treatment plant? Is eny Electronic device like energy meater in the power supply line available to measure the cumulative water flow ?

A pitot tube could measure the flow rate(although the fibres are a problem), maybe you could scale up to find the volume from this

There are many different types, only really good for liquid effluent,
