Can you summon Jinzo while your opponent has mask of restrict on the field already?

Jeremy has it right on the nail. Actually, now that I think about it, you cant tribute summon ANY monster while Mask of Restrict is out. Jinzo's effect activates once it hits the field, so technically, while it is in the hand, its effect is not active. I can see why that would confuse people, but once you think about it for a couple of moments, it becomes obvious.

No, at least not by tribute summoning. You tribute before summoning Jinzo, so Mask prevents the attempt. You can still special summon or use cards like Cost Down or Mausoleum of the Emperor.
