Can you take plants across the border??

Question

My roomate and I have two small bamboo plants that are very important to us. She is moving to Germany soon. Will she be able to take her plant with her?? How can we do this- can she take it on the plane or ship it??

I'm pretty sure that you can not especially not on a plane.  They always ask you to declare any such items but check with airlines and their guidelines
