Can you take postgraduate courses in a country different from the one in which u finishedyour undergraduation?

I am planning to do my undergraduate courses for graphic design in canada, but I would like to take postgraduate courses in Europe, preferably in London. Is that possible?

I know someone that went to school in the U.S. and then went on to the London school of economics, it will be much more expensive, however.
